Yes this is allowed from U13 age group based on RFU continuum. There is variation for younger age groups where scrum half picks up and Nbr 8 tracks immediately with FH for inside or outside pass.
Presuming that your U13 play iRB U19 variations, it's not really the #8 who can pick up as the Law 20.10c allows the hindmost player to unbind and, with a scrum wheel allowed up to the 45, that could legally be the flanker. Obviously if the scrum stays square, it is the #8.
